IST Secondary leadership and school governance
IST Secondary operates within a wider Dutch school group in Enschede, het Stedelijk. Through our ties with the broader Stedelijk organisation, we are a partly government-funded school. We are also partly privately funded, via the tuition fees paid by parents. This setup is typical in the context of Dutch international schools. From this arrangement follows a set of governance practices to ensure quality school leadership in line with our mission and vision.
Daily leadership
The day-to-day operations within IST Secondary are overseen by the principal, Mr de Bruin. The principal works in conjunction with the various coordinators within the school and is ultimately responsible for educational and organisational quality within IST Secondary.
The daily leadership is held accountable by the Stedelijk executive principal as well as the Participation Council, a legal entity common in all Dutch schools that is comprised of 2 teachers, 1 parent and 1 student.
IST Secondary Participation Council
As a legally required body within IST Secondary, the Participation Council actively engages with school leadership to discuss and review the school’s operations multiple times per year. The Participation Council releases the minutes of their meetings with the school leadership and all pertinent documents after each meeting.
The Participation council consists of the following members:

- Mr Ernst Tanaka (parent) – secretary
- Ms Dorothee Kellner (teacher) – member
- Mr Tibor Ramirez (student) – member

Stedelijk governance
The IST Secondary location is one of 9 locations within the Stedelijk organisation, a school group for non-denominational public secondary education in Enschede. IST Secondary has its own budget that is comprised of the tuiton fees paid, on top of the budget directly allocated to IST by the Stedelijk on the basis of its student numbers and the government funding the Stedelijk receives for the IST students.
The executive principal within Stedelijk responsible for IST is Mr Eijssink. The Stedelijk organisation as a whole is headed by Ms Ketz who serves as its director. More information on the Stedelijk can be found on its website (in Dutch).
